Cover-up and Disclosure
The term 'disclosure' is often used in exopolitics, as well as in the UFO literature. Unfortunately, no two authors seem to be using the word in the same sense. They all seem to give different interpretations. These range from 'acknowledging the ET presence' to 'disclosing the ET management system and the related covert operations,' which includes moving from a paradigm of covert operations to one of transparency. But what they all seem to have in common is the minimal denominator of 'acknowledging the ET presence.'
At first glance, the matter may seem trivial. Why can't the governments just acknowledge the presence of extraterrestrials, and then we can all go along with our business, right? These extraterrestrials can even provide us with new technologies and with free energy, so why keep their presence hidden? Surely, we have more to gain than to lose by ending the secrecy?
If only things were that simple, disclosure would have happened long ago. What's at stake, is the behaviour of the masses: people's behaviour ties in with their value system, their morals and convictions, their belief system. What's also at stake is industries, worth billions of dollars: the world would have a hard time recovering from a financial collapse of those markets. For these two reasons alone already, the knowledge about the ET presence is considered a threat to National Security, and this has led to policies to cover it all up.
What's further at stake, is who holds the strings behind the scenes. ET arriving on our doorsteps, will change the way in which we live, and the way the world has been turning, forever. It should come as no surprise, in these circumstances, that those with a vested interested in the current state of affairs will try everything in their power to maintain a status quo.
cover-up as a policy
That there is a deliberate strategy within the US to cover-up information with regard to extraterrestrial intelligence cannot be questioned, as the policy is formulated literally in at least two official documents. These are the Durant Report of the proceedings of the Robertson Panel and the so-called Brookings Report.
A first document to recommend a cover-up is The Durant Report of the proceedings of the Robertson Panel of 17 January 1953. (The official name is the "Report Of Scientific Advisory Panel On Unidentified Flying Objects Convened By Office Of Scientific Intelligence, CIA." The Panel further _concludes_:
a. That the continued emphasis on the reporting of these phenomena does, in these parlous times, result in a threat to the orderly functioning of the protective organs of the body politic.
We cite as examples the clogging of channels of communication by irrelevant reports, the danger of being led by continued false alarms to ignore real [BLACKED OUT-] indications of hostile action, and the cultivation of a morbid national psychology in which skillful hostile propaganda could induce hysterical behavior and harmful distrust of duty constituted authority.
4. In order most effectively to strengthen the national facilities for the timely recognition and the appropriate handling of true indications of hostile action, and to minimize the concomitant dangers alluded to above, the Panel recommends:
a. That the national security agencies take immediate steps to strip the Unidentified Flying Objects of the special status they have been given and the aura of mystery they have unfortunately acquired;
A second document is the Brookings Report which also explicitly recommends on p. 216 that "such information (...) be withheld from the public." (The official name is the "Proposed Studies on the Implications of Peaceful Space Activities for Human Affairs").
A possible third document that confirms the existence of such a policy is the 'Eisenhower Briefing Document, whose authenticity is disputed. It states, e.g.:
Implications for the National Security are of continuing importance in that the motives and ultimate intentions of these visitors remain completely unknown. In addition, a significant upsurge in the surveillance activity of these craft beginning in May and continuing through the autumn of this year has caused considerable concern that new developments may be imminent.
It is for these reasons, as well as the obvious international and technological considerations and the ultimate need to avoid a public panic at all costs, that the Majestic-12 Group remains of the unanimous opinion that imposition of the strictest security precautions should continue without interruption into the new administration. At the same time, contingency plan MJ-l949_O4P/7 (Top Secret - Eyes Only) should be held in continued readiness should the need to make a public announcement present itself. (see Attachment "G".)
So here we have two or three documents that clearly consider knowledge of an extraterrestrial presence as dangerous, as a threat to national security, and therefore explicitly recommend that actions should be taken to withhold such information from the public.
But those aren't the only reasons why a cover-up is still in place...

The following list was inspired by Dr. Steven Greer's list of reasons why the cover-up is maintained. Some items have been added.
Fear for the short-term public reaction: public panic, mass hysteria and social disruption
Recent natural disasters come to mind that were followed by a temporary state of lawlessness resulting in looting, rape, etc. The fear is that a public panic might occur in case of a sudden disclosure, which would then result in possible mass hysteria and social disruption. Or, as the above quoted Durant Report put it, "result in a threat to the orderly functioning of the protective organs of the body politic."
Fear for the long-term public reaction = fear for the disintegration of society
The Brookings Institute famously warned, on p. 215 of the above mentioned report, that “Anthropological files contain many examples of societies sure of their place in the universe, which have disintegrated when they had to associate with previously unfamiliar societies espousing different ideas and different life ways; others that survived such an experience usually did so by paying the price of changes in values and attitudes and behaviors.”

What could terrorists or hostile nations do if they got their hands on free energy devices, on extraterrestrial craft, on extraterrestrial weaponry, etc.?
Uncertainty and mistrust regarding ET motives and ultimate intentions
We don’t really know who all is out there, nor what their intentions are.
Embarrassment and consternation over human military inability to secure world air space from repeated penetrations by ET craft
At present, our technology is no match for extraterrestrial technology. The military and the politicians will be reluctant to admit that they cannot control who enters air space, nor can they control what these extraterrestrials do (as abduction cases seem to confirm).
This notion of “we may not be able to defend ourselves” would also contribute to the possible mass hysteria, mentioned above.
Embarrassment and loss of face resulting from disclosures concerning how this matter has been handled, such as the harassment and ridicule of innocent civilians and military personnel, the withholding of information from the public and Congress, etc.
Greer rightfully mentions the possible embarrassment of the key players involved in the cover-up. Personally, I think it goes further than that:
Possible liability of the involved players
A lot of things have been going on over the last 60 years that clearly were unconstitutional, and in many cases even criminal. It is understandable that those in charge of the cover-up would oppose disclosure if this means that they were likely to face criminal charges.
Effect on global economy
Many analysts believe that the introduction of free energy and advanced technologies would severely disrupt the current stock market and several industries. Some fear it would lead to a collapse of the global economy.
Apart from that there also is the direct impact on the industries that are involved in the cover-up itself. To put things in perspective: an estimated 1.7 trillion dollars is invested annually in covert operations that involve extraterrestrial technology in the US alone.
It is therefore safe to assume that one of the main reasons for a maintained cover-up is that disclosure will have to be organised in a gradual way (step by step) in order to not disrupt the global economy too much.
It may also be useful to point out that many political decision makers have vested interests in the industries that currently benefit from the cover-up.
Effect on special interest groups: religious, economical, military...
Last but not least, there are loads of interest groups who benefit from the cover-up, be it directly or indirectly. These groups tend to be quite influential.

benefits of disclosure
There are, of course, many benefits as well in case of disclosure:
- It will end decades of secrecy, lies and deceit.
- The cover-up costs a lot of money as well. That cost can be substantially reduced, and the money can be spent on other things.
- Another important benefit would be the introduction of new technologies, and of free energy, that is environmentally friendly (no greenhouse effect, accelerated global warming). Many sciences would make enormous progress as well, once the extraterrestrials share their knowledge with us. Think, e.g., of the progress medicine would make.
- Disclosure would also lead to the restoration of democratic control over all matters that are extraterrestrial related.
- With that comes a new level of transparency and proper governance. Transparency also has the side-effect that infiltration becomes harder.
- Disclosure would open the door to public interactions with extraterrestrials, which would stimulate economic and cultural exchanges.

Disclosure cannot be postponed forever. There are many reasons for that: at some point the benefits will outweigh the cost. Some countries, like India and China, with rapidly growing markets and an ever growing demand for energy, may already have reached that point. ET may grow impatient. The truth cannot be hidden forever, as over the years it will be known to an ever increasing number of people. With new media like the Internet, private citizens become the newsmakers and reporters, and control over information becomes an illusion. Sooner or later, amateur astronomers will be able to identify artefacts on other celestial bodies. Archeologists may find an ever increasing number of anachronistic artefacts as well. The question is not whether disclosure will take place. The question is how this will happen.
Several scenarios are possible. In order to make a classification, two questions / criteria can be taken into account: 1) Who takes the initiative: ET, Earth Governments, Earth Citizens? 2) Will it happen as a gradual process or as instantaneous event? This leads to six types of scenarios, but note that these are NOT mutually exclusive: a period of gradual contacts as a preparation for or build-up to an official contact is very possible; and all sides can simultaneously take their own initiatives.
Scenario 1: Earth Governments take the initiative for an instantaneous event
An official announcement by the President of the United States is not the most likely scenario, for the reasons explained earlier on. At the same time, there are other countries, like China or India, who may be more inclined to take the risk, as they stand to gain more than to lose. If they can get a deal to get free energy, their main concern for their rapidly expanding markets would be solved. Because they have the fastest and newest growing economies, they are most likely to be the fastest to recover as well.
Countries in Europe, too, are in general more open-minded about UFOs than the States are, so they may be more willing to release information.
There are indications, however, that there is an agreement in place to wait for the US to take the initiative. Both Russia and China have given hints in that direction.
Scenario 2: Earth Governments take the initiative for a gradual process
There are indications that the tide is turning and that, slowly, a process has been set in motion in which more and more information is being released to the public. A number of countries, like France and the UK, as well as some Latin American countries, are opening up their UFO files. Other countries have cooperated in UFO research by releasing information. The strategy seems to be to make the information available for those who are willing to look for it. It is possible that this is just a first phase to already educate part of the populations.
The emergence of an ever increasing amount of whistleblowers could be seen in this context, too, as a government sanctioned programme. Many of these whistleblowers are not harassed, or prosecuted, which could indicate that they have been given a tacit consent to go ahead.
Scenario 3: Private Earth Citizens take the initiative for an instantaneous event
Dr. Steven Greer claims he is in the process of organizing an event where ET pitches up. He recently announced that he is in negotiations with one of the G8 countries to do this.
Scenario 4: Private Earth Citizens take the initiative for a gradual process
This is another scenario that is actually happening at present: more and more people are opening up to channel and start communicating.
Scenario 5: ET takes the initiative for an instantaneous event
A landing on the lawn of the White House is not the most likely scenario as it might disrupt too many ongoing processes, and could even result in a mass hysteria and collective panic.
On the other hand, it is worth mentioning that 2007 has seen an unrivalled number of mass sightings: the UK, Guernsey, Peru, the 'California Drones' etc. all could be a part of a programme to prepare us for first official contact.
Scenario 6: ET takes the initiative for a gradual process
Looking back over the years, it looks like this gradual approach has been happening. There have been quite a number of mass sightings, which are currently culminating worldwide, in the dramatic increase in sightings in 2007.
Conclusion: there are many indications that the gradual approaches are actually happening at present. There even is a possibility that these are being coordinated in a joint effort by ET and governments. And it is also possible that these events are happening in preparation for more direct approaches. But as things are, disclosure is happening, albeit slowly at present, but the process has started.
